WASHINGTON — July 14, 2026 — The Powering America Podcast features Devin Hartman, Senior Fellow at the R Street Institute, who explores the intricacies of energy policy and the challenges surrounding transmission infrastructure. Hartman discusses the significance of grid reliability and the need for consumer interests to be represented in policy discussions.
In the episode, Hartman explains that the most cost-effective method for serving electricity consumers is through large central power plants, which are often located far from end users. This necessitates the construction of high-voltage transmission lines to transport electricity efficiently. He notes, "The most cost-effective way to serve most customers is to have large central power plants, and those are gonna be located farther away from customers."
Hartman also addresses the contentious nature of building transmission infrastructure, highlighting the multitude of stakeholders involved. "It turns out it's expensive and contentious to build, and a lot of times, there's so many beneficiaries of it," he states. He emphasizes the need for effective planning and cost allocation processes to ensure that consumer interests are adequately represented in transmission policy.
Furthermore, Hartman points out the chronic underrepresentation of consumer interests in energy policy discussions. He explains that while suppliers have concentrated interests, consumers often lack the organization and resources to effectively advocate for their needs. "We've seen a pretty chronic underrepresentation of consumer interests," he adds.
